About NFPC
The Naval Foundry and Propeller Center (NFPC) is a modern manufacturing facility that occupies a 17-acre site at the Philadelphia Navy Yard with more than 750,000 square feet of industrial and administrative floor space. NFPC employs a highly skilled and versatile workforce of engineers, trades people and support personnel who specialize in advanced engineering, castings, and precision machining.
Job Description
Receives both specific and general assignments for inspection of surface ship and submarine propulsion components using highly sophisticated techniques. Conducts surveillance inspections of final components
operational tests to verify that test procedures and instrumentation are current and calibrated respectively and to validate test data. Under the Surveillance Inspection Program inspectors inspect and witness tests on
components and equipment being worked in various shops to determine compliance with specifications and quality level required.
Responsibilities/Knowledge include but are not limited to:
Follow written and oral instructions, provided by work leader, or supervisor.
Perform inspections, including but are not limited to Surveillance Inspections, In-Process Inspection, Receipt Inspection, and Certification Inspection.
Must be capable of interpreting technical specifications, directives, and Navy publications, and clearly identifying discrepancies and deficiencies.
Must be able to make on-the-spot controversial acceptance
and rejection decisions, and defends actions, both orally and in writing.
He/she is responsible for government owned tools, and equipment. Responsibilities extend to daily routine of cleanliness for shop safety.
Participates in surveillances and audits and submitting of reports and recommendations.
Maintains files, charts, and status reports on progress inspections/documents completed.
Assembles and audits certification documents for submission to official records via immediate supervisor.
Assists in training recruited inspectors.
Investigates and submits reports on assigned problem areas and special projects.
Assists in formulating inspection procedures and checkoff lists as the need arises.
Has working knowledge on the use of various NFPC and Division computers. Is sometimes called upon to be part of Failure Analysis Team.
Perform other related duties as assigned.
Qualifications
Thorough technical knowledge of the machinist trade, an understanding of the theory and work processes for manufacture, repair, installation, and operation of propellers, mechanical components and equipment, and of the interface components.
Diverse knowledge and skill in use of mechanical, electrical, and electronic gauging and measuring instruments.
Knowledge of mathematics sufficient for onsite calculations to determine acceptability.
Skill to read and correctly interpret complicated written technical material such as instructions, job orders, specifications, procedures, sketches, drawings, and blueprints.
Skill to determine overall inspection needs, quality checkpoints, and prepare procedures or check lists for quality control.
Performs inspections in accordance with Propeller Center Instructions, Quality Assurance Instructions, NFPC or NNSY Instructions or Process Instructions, ESR, or other authorized engineering documents.
Inspectors are required to work in areas of poor footing, high altitudes, around operating machinery and electrical/electronic equipment, radiation and contamination exposure. These areas may be within the confines of buildings, ships, or outside locations exposed to weather elements.
Security Clearance / Background Check required. Your candidacy is subject to approval and acceptance.
Conditions of Employment
Must be a US Citizen.
Must be determined suitable for federal employment.
Must participate in the direct deposit pay program.
New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. To learn more about E-Verify, including your rights and responsibilities, visit e-verify.gov
Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met.
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
Males born after 12-31-59 must be registered for Selective Service.
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
