Position Summary:

Under the direction of the Superintendent, the RR/QA Manager will be responsible for auditing and improving the records/system management, operations, and controls of the Receiving and Release Department of the Juvenile Intervention Center. This role encompasses overseeing the department's daily operations, evaluating the intake and release processes, and managing the department's records and operational procedures (DSI, JJIS, FCJS, E-file, etc.). The primary focus will be managing the JIC population and auditing, reviewing, and supporting improvement toward maintaining high standards of quality, accuracy, and compliance within the department. The position requires an understanding of juvenile justice information systems, experience with youth record populations, and expertise in process improvement and quality assurance methodologies. This position is responsible for the comprehensive reporting of JIC data to DYS and the US Census Bureau, as well as the preparation for the facility's audits (DYS, PREA, and JDAI). This position is located inside the Juvenile Intervention Center.

Essential Functions and Responsibilities:

  1. Responsible for overseeing the day-to-day operations of Receiving and Release (R&R) and QA, including but not limited to scheduling shelter care hearings, Inter-State Compact compliance, SB 337 motion hearings, staff schedules, payroll, discipline, and performance reviews.
  2. Reviews transports and court release orders and ensures proper youth processing on detainers.
  3. Generate statistical data for monthly, annual, and DYS reports and responds to request for statistical information from the Court Administrator, Judges, and the US Census Bureau.
  4. Evaluates the population for proper misdemeanors and felony ratios in accordance with established Court directives that ensure the JIC population does not exceed capacity by participating in bi-weekly population control meetings with internal and external stakeholders.
  5. Conduct audits of the youth records management systems, processes, and controls to ensure accuracy, compliance, and effectiveness.
  6. Develop and implement quality assurance strategies, policies, and procedures to enhance operational efficiency, effectiveness, and risk mitigation within the facility.
  7. Collaborate with various departments and stakeholders to establish and maintain standardized processes and controls related to youth intake, release, and transfers.
  8. Analyze data and reports to identify trends, patterns, and areas for improvement in youth management, records management, and operational practices.
  9. Recommend and implement corrective actions and process improvements based on audit findings and analysis in collaboration with the facilitys leadership.
  10. Provide training and guidance to staff members on quality assurance principles, records/systems management best practices, and compliance requirements.
  11. Assess compliance with federal, state, and local regulations and industry standards related to corrections operations, youth management, and records/system management.
  12. Monitor and evaluate the performance of the records management systems, identifying areas for enhancement and recommending changes.
  13. Develop and maintain accurate and up-to-date documentation of quality assurance processes, procedures, and audit results.
  14. Performs other duties as assigned.

Minimum Requirements:

  • A bachelors degree in computer science, sociology, social work, criminology, political science, psychology, or closely related field.
  • An equivalent combination of training and experience can be substituted for degree requirements.
  • Minimum of five (5) years of direct work with juveniles or young adults (in probation, detention, courts, social service, or a rehabilitation field or facility or related area) required.
  • A minimum of 3-5 years Supervisor Experience is required.
  • Experience in program or policy assessment and evaluation preferred.
  • Knowledge of the juvenile justice and juvenile court systems.
  • Proficiency in Microsoft Office products, including Word, Outlook, and Excel.
  • Strong leadership skills required.
