As a QUALITY ASSURANCE SPECIALIST - Title 32, GS-1910-9, you will establish, develop, and implement the AASF quality assurance and reliability programs. Serves as the Quality Assurance Representive for the AASF.

DUTIES AND RESPONSIBILITIES:

- Develops the AASF Quality Management Plan (QMP) th documents the management and operional policies and procedures to ensure work processes, products, or services sisfy expections and quality standards. Reviews Army meriel maintenance policies and operional procedures. Assesses quality assurance programs of other Department of Defense (DoD) services, and analyzes commercial maintenance practices to establish a comprehensive Quality Program (QP) for the AASF.

- Develops quality assessment plans to evalue and improve quality of maintenance production and work processes. Assessments include reviews of management and organizion; quality systems; personnel qualificions and training; supply procedures; facilities; tools and test equipment; maintenance documention; operions and training requirements, and equipment failures.

- Develops local regulions and/or opering instructions for implemention of the quality assurance and reliability program and ensures compliance with procedures.

- Serves as quality assurance authority in the AASF. Acts as a consultant to higher-ranking personnel on quality assurance/verificion mters. Provides the Logistics Management Officer/Supervisory Maintenance Test Pilot and maintenance supervisors with definitive technical informion and advice on maintenance procedures and techniques.

- Maintains the AASF master library. Manages technical publicions accounts. Ensures th approprie directives and opering instructions are current and complete.

- Monitors the AASF publicion improvement system to include the recommended changes to publicions and blank forms (DA Form 2028) and merial deficiency, and Quality Deficiency Reports (QDR).

- Manages the Safety-of-Flight (SOF) and Aviion Safety Action Message (ASAM) programs to ensure effective and timely accomplishment. Reviews incoming SOF/ASAM for applicability to AASF supported equipment.

- Monitors aircraft acceptance/transfer inspections, aircraft configurions, and component time-change requirements. Periodically reviews aircraft historical records and logbooks for accuracy and condition.

- Manages the weight and balance program. Performs equipment inventories; assures proper set up and calibrion of electronic weighing apparus; monitors aircraft weighing operions; verifies instrument readings, resolves weight and balance problems, and certifies weight and balance computions.

- Performs command directed quality inspections and special inspections for all aspects of aircraft and associed equipment. Insures th compliance inspections are performed in accordance with standards.

- Performs inspections of maintenance shops for safety and condition of equipment. Monitors calibrion of shop and test equipment to ensure serviceability.

- Performs management and compliance reviews over a wide range of functions within the AASF. Reports deviions and deficiencies.

- Investiges equipment failure trends on aircraft airframes and components and systems. Makes recommendions to approprie manufacturing agencies regarding equipment performance engineering design changes.

- Conducts formal training of quality assurance and quality compliance principles, procedures, techniques, and skills. Provides initial training for the certificion of stus symbol clearing authority.

- Reviews and evalues quality compliance inspections performed by production units. Audits the inspection process and methods, analyzes inspection reports, and re-inspects samples of inspections performed.

- Performs other duties as assigned.

Compible military grade and assignment required prior to the effective de of placement . This is an excepted service position th requires membership in a compible military assignment in the employing ste's Nional Guard. Applicants who are not currently a member of the Nional Guard must be eligible for immedie membership. Military Grades and MOS Compibility : E-5 through E-7 (all 15 series) and WO1 through CW3 (151A only)

Conditions of Employment:

Nional Guard Membership is required.

Must be able to obtain and maintain the approprie security clearance of the position.

Qualificions

GENERAL EXPERIENCE : Experience, educion, or training involving planning, developing, or administering quality assurance programs (i.e., supporting the development, acquisition, production, use, maintenance, storage, and supply of products concerned with the systemic prevention of defects and non-conformances, the identificion of unsisfactory trends and conditions, and the correction of factors which may contribute to defective items). Experience using computer and automion systems.

SPECIALIZED EXPERIENCE : To qualify the GS-09 level you must have least 24 months of specialized experience, educion, or training, involving principles, techniques, and accepted practices of quality assurance work (i.e., the applicion of stistical sampling techniques sufficient to perform assignments or preparion of technical reports on quality levels to identify specific problems). Experience in the applicion and theory of specializion using applicable publicions. Experience in the preparion of technical reports on quality levels to identify specific problem areas and to recommend corrective action.
