Essential Duties and Accountabilities:

Participates, as a member of management team, in formulating and establishing organizational policies and operating procedures for the company. Implements, coordinates, and manages all aspects of the Quality Management System.

Provides a systematic and efficient method of gathering, analyzing and maintaining information on maintenance and material defects that impact the aircraft maintenance program. Directs, implements, and continuously improves the quality system to achieve performance standards.

Provides guidance to the QA Inspectors/CDQARS/CDI on all quality standards and management of the Quality Management System.

Evaluates and develops improved techniques for the control of quality, reliability and safety. Organizes and promotes company wide quality improvement efforts.

Ensures currency of company procedures including; Maintenance Instructions, Work Instruction, Property Procedures, Training Procedures, and Quality Procedures.

Reviews all NAMDRP reporting requirements to ensure they are accurate, clear, concise and comprehensive prior to release.

Reviews technical problems, and procedures, and recommends solutions or changes to procedures.

Develops inspection, audit, and monitoring schedules to determine the condition of assigned equipment and proficiency of maintenance personnel.

Manages the Training Program; develops and administers the training plan.

Monitors the Hazardous Material/Hazardous Waste procedures within the organization as appropriate.

Responsible for adhering to all applicable Foreign Object Damage (FOD) prevention rules and regulations including participation in FOD walk down when directed.

Responsible for adhering to the Company Tool Control Program.

Maintain liaison and satisfactory working relationship with CNATRA and other Government agencies.

Organizes and facilitates regularly scheduled quality training with managers, inspectors, and staff' as needed to educate and implement quality as a strategy.

Conduct investigations into customer complaints relating to contractual deficiencies within the Quality Program and recommend corrective actions.

Ensures summaries, analyses, and other data necessary to determine the quality of the overall maintenance effort is submitted to the Program Manager.

Directs, through intermediate personnel, workers engaged in inspection and testing activities to ensure continuous control over materials, facilities, and products.

Provides oversight to the Central Technical Publication Library (CTPL).

Administers the Functional Check Flight (FCF) program.

Acts as the focal point for COMNAVAIRFORINST 4790.2 series and AS9100AS9110 support.

Conduct, as Chairman, Ordnance Certification and Qualification Board.

Responsible as Safety Officer for Plane Captain Certification Board.

Responsibilities also include developing local quality policies and procedures, providing oversight of quality audits at NAS Kingsville, reviewing and approving Root Cause Analysis and Corrective Action Plans for internal and customer Corrective Action Requests.

Recommend and submit continuous improvements for the Quality Management System (QMS) to achieve performance standards.

Serves as the local primary point of contact for COMNAVAIRFORINST 4790.2 series and AS9100/AS9110 support.

Serves as liaison with CNATRA Detachment, DCMA and other customers for all NAS Kingsville QMS issues. Must be customer oriented.

Qualification Standards

The candidate must possess a minimum of 15 years of aviation maintenance experience to include: a Bachelor's degree + 4 years, OR Associates degree + 8 years, OR High school diploma (or equivalent) + 12 years in quality control, with at least three years of QA supervisory experience or equivalent.

The candidate must possess the necessary leadership and management skills necessary to lead and direct employees within the Quality Control department. The candidate must be able to communicate effectively with all levels of employees throughout the organization. He or she must also be able to develop and maintain strong working relationships with internal and external customers. The candidate must be able to meet any Government/Company licensing/qualification requirements for the position and obtain the level of Security Clearance required by the Government.

Must be able to obtain a CAC card within 3 months of hire date. Must be able to travel 25% of the time.

Physical Demands:

This classification activity, while normally accomplished in an office environment, does have duties that require the individual to work outside the office environment. Typical physical demands or activities include climbing, standing, bending, stooping, pushing, kneeling, reaching and walking. May be required to lift objects whose weight normally will not exceed 50 pounds. Special vision abilities required to perform this job are close vision, peripheral vision, color vision, depth perception and the ability to adjust and focus.

Work Environment:

The work conditions are normally those of a standard office environment where there is little physical discomfort. During the performance of duties outside the office environment, the diversity of work conditions may range from an environment where there is little or no physical discomfort, to an environment where inclement weather may subject individual to changes in temperature and weather. May be required to work in areas where high noise hazards prevail. May be exposed to fumes or airborne particles. May be exposed to toxic or caustic chemicals. May be exposed to electrical shock hazards. May be exposed to radiation. May work near moving mechanical parts.

Licensing/Certification Requirements:

The following must be obtained within 6 months of hire:

  • Formal or Specialized Training or Equivalent
  • Hazardous Waste Communications Trained
  • FOD and TCP Awareness Trained
  • Security Clearance Awareness Training
  • COMNAVAIRFORINST 4790.2 Series Program Awareness
  • Valid State Driver's License (required upon hire)
  • AS9100/AS9110 Program Awareness
  • Operational Risk Management (ORM) Training
  • NALCOMIS Training
