JOB TITLE: Quality Control Specialist

REPORTS TO: MSDRS Senior Program Manager

PRIMARY PURPOSE:

The primary purpose of the job is to conduct various quality control and data integrity related activities in the Migrant Student Information System (MSIS) for migrant student data to ensure accuracy of migrant educational and health student data exchanged within the National Migrant Student Information Exchange (MSIX) and OSPI CEDARS databases. This position may also facilitate fiscal activities for the office in addition to providing technical and office support to related activities for the Migrant Student Data, Reporting and Support (MSDRS) office and the school district.

ESSENTIAL FUNCTIONS - DATA INTEGRITY:

  • Conduct migrant student enrollment activities to include processing non-project mass and individual enrollments in the MSIS. Obtain lists from non-project districts for enrollments and for lists not returned, verify enrollment through CEDARS and process into the MSIS.
  • Routinely conduct reviews of MSIS Data Integrity reports such Age/Grade Discrepancy, Missed Enrollments, Pending COE Enrollments, Possible Duplicate COE, 12th Graders Not Reported Graduated, Missing SSIDs, Missing Secondary Credit, Students with No QAD, etc. (Approximately 35 MSIS reports are reviewed periodically).
  • Update data in the MSIS to ensure accurate reporting of migrant student academic and health data and transfer of data to the national migrant student database on a nightly basis.
  • Work with school district records clerks on an ongoing basis to verify enrollments, withdrawals and state student data received from CEDARS are reflected in the individual student record in the MSIS. Follow up with school district records clerks as needed.
  • Upon thorough search in the MSIS, create a unique MSIS student ID for all new migrant eligible students on approved Certificates of Eligibility (COE) completed by recruitment staff throughout the state and verify eligibility and approve COEs submitted.
  • Validate Family Eligibility Review (FER) results. Process correspondence and data quality activities for completed FERs. Compile and send results to school districts and the Office of Superintendent of Public Instruction (OSPI) for Federal Performance Report purposes.

OTHER FUNCTIONS - FISCAL/OFFICE:

  • Facilitate acquisition process for MSDRS office by preparing requisitions, processing monthly payments and expenses, maintaining spreadsheets of expenditures.
  • Process all MSDRS payments and expenditures at the Sunnyside School District (SSD) office monthly, run reports, print checks and file all fiscal paperwork.
  • Maintain monthly fiscal reports by MSDRS dimension code of expenditures and balance monthly reports to reports with SSD fiscal office.
  • Facilitate and process staff reimbursement expenditures using SSD Informed K12 system. Maintain and balance travel advance checking account at local bank.
  • Work with school district staff to ensure accurate school year directory information is collected, verified and updated throughout the school year.
  • Provide support to the MSDRS office on daily operations (correspondence, telephone, mail, equipment, supply orders, etc.).
  • Maintain, assemble and copy materials for ID&R trainings and track trainings in the MSIS.
  • Set-up, maintain and archive office files containing school district, student and fiscal information.
  • Perform other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the office.

QUALIFICATIONS:

Associate of Arts Degree or at least five years of experience working with Migrant Education Program data.

Experience in basic accounting and budgeting preferred.

Ability to analyze migrant student data and follow up with school district staff.

Ability to initiate and perform job duties with minimal supervision, handle and manage several activities and project simultaneously.

Ability to operate various office equipment (copiers, printers, telephone equipment, etc.).

Knowledge and experience in basic office operations including supply management, billing and filing.

Experience working and communicating effectively with people in a variety of settings.

WORKING RELATIONSHIPS:

Reports to MSDRS Senior Program Manager. Interacts regularly with other administrators, MSDRS staff and school district fiscal staff. Contacts with individuals outside of the district include vendors for supplies and other office equipment staff. Also has ongoing contact with other migrant education program employees at the school districts, Educational Service Districts and OSPI offices.

WORKING CONDITIONS:

The daily work is performed in an office setting. The job incumbent is often required to: sit for prolonged periods; be exposed to computer display terminal for prolonged periods; and stand for prolonged periods. The incumbent is sometimes required to: attend evening meetings or activities; lift or carry heavy objects; deal with distraught, angry or hostile individuals; be exposed to high noise levels and meet externally imposed and inflexible deadlines.

The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity.
