We are seeking a skilled Data Quality Manager to join the Information Technology team at the City of Westerville. In this role, you will spearhead the governance of data across the City, overseeing our diverse datasets to support effective decision-making, optimize service delivery, and drive strategic goals.
Your primary objectives will be to maintain data accuracy, integrity, security, and accessibility across all city divisions , break down barriers to siloed information , and facilitate integration with other City applications, including spatial datasets and GIS systems. Additionally, you will be responsible for managing, developing, and advancing the use of Generative AI to enhance data quality and management processes. The ideal candidate will possess a strong technical background, exceptional analytical skills, and a comprehensive understanding of data management principles, as well as GIS systems and best practices.
This position reports the Chief Information Officer.(May not include all duties performed.)
Develop and implement policies, protocols, and benchmarks to ensure data integrity, accuracy, and consistency.
Liaise with stakeholders across the organization to discern data requisites and devise strategies aligned with organizational objectives.
Supervise and lead the GIS and Full Stack engineering personnel, delegating responsibilities, providing mentorship, and evaluating team performance.
Architect and implement data governance frameworks to adhere to pertinent regulations and industry benchmarks.
Institute data quality standards and oversee their implementation across systems, proactively addressing data integrity issues.
Manage data acquisition, cleansing, transformation, and storage processes.
Collaborate with the Infrastructure and Operations team to fortify data security and privacy protocols, encompassing access controls, data obfuscation, and encryption methodologies.
Establish and maintain data dictionaries, metadata repositories, and data catalogs.
Assess and procure data management tools, software, and systems to bolster data management endeavors.
Monitor and optimize data performance, identifying opportunities for consolidation, integration, and warehousing.
Keep abreast of industry trends and emerging technologies in data management, GIS, and Generative AI, providing actionable recommendations for integration.
Work in tandem with the business units to ensure the efficacy of data backup, disaster recovery, and business continuity plans.
Employ sophisticated data profiling techniques and establish robust monitoring systems to identify data anomalies and trends proactively. Develop insightful dashboards and reports for stakeholders, translating complex data quality metrics into actionable information for department heads and City leadership.
Develop, manage, and advance Generative AI initiatives to improve data quality, including implementing AI-driven data cleansing, anomaly detection, and data synthesis solutions.
Collaborate with data scientists and AI specialists to integrate Generative AI models into data management workflows.
Act as a key advocate for data governance principles, promoting awareness and understanding of the importance of data quality throughout the organization. Provide guidance and support to foster a culture where data accuracy and stewardship are valued as integral components of operational excellence and technological advancement, aligning with Westerville's commitment to progressive public service.
- Education: Bachelor's degree in Computer Science, Data Science, Statistics, Information Systems, Geography/Geographic Information Systems, or a related field, or equivalent practical experience.
- Experience: Demonstrated track record as a Data Quality Manager or in a similar capacity, including exposure to GIS team management.
- Understanding of data management principles, data governance, and data quality control, coupled with expertise in GIS data.
- Understanding of GIS concepts and spatial data quality considerations, given municipal functions and Westerville's tech leadership (familiarity with Esri's ArcGIS platform preferred).
- Strong understanding of data governance frameworks (e.g., DAMA-DMBOK) and experience implementing or contributing to a governance program.
- Experience with data quality tools and platforms (e.g., Informatica DQ, Talend DQ, Ataccama, Collibra, SQL Server Data Quality Services, or similar).
- Experience with data security and privacy regulations (e.g., GDPR, HIPAA, PCI), and adept at implementing requisite controls.
- Proficiency in data mining, machine learning, and other data-driven technologies.
- Experience with Generative AI technologies and their application in data management processes.
- Outstanding analytical and problem-solving aptitudes, with a knack for identifying and remedying data-related challenges.
- Excellent communication and interpersonal skills, facilitating effective collaboration with stakeholders across all levels.
- Proven capability to lead, collaborate, and manage data-centric projects, ensuring punctual delivery and top-notch outcomes.
- Familiarity with data analytics and business intelligence tools.

- Certification: Relevant certifications (e.g., Certified Data Management Professional, GISP).
