The Special Assistant for Quality and Program Integration will advise and assist the Director and Chief of Staff regarding the integration of activities between the Information Technology, Web Content and Data Analysis Teams for the Recovery Accountability and Transparency Board's (RATB) transparency mission. He/she will ensure a holistic view of the enterprise, quickly understand and react to changes in a high profile and fast paced environment, ensure quality across the organization, and reduce costs through sound approaches and the production of value added products.Major Duties: The Special Assistant for Quality and Program Integration has the following specific roles and responsibilities: Works with a multidisciplinary team of professionals from the RATB and its contractors to plan and implement programs for achieving and maintaining product quality throughout the life cycle of FederalReporting.gov and Recovery.gov. Manages or participates in processes to ensure quality and portfolio management to promote sound financial management of RATB contracts. Assists the Director and Chief of Staff with liaison interactions across organizations to include the Office of Management and Budget, the White House, federal agencies, as well as state/local/private organizations for matters relating to Recovery.gov and FederalReporting.gov. Provides a focal point for cross organizational quality efforts, and liaison with numerous internal and external groups to include the Council of Inspector Generals for Integrity and Efficiency (CIGIE) and the CIGIE Information Technology Committee, as well as bringing RATB's technology forward to the greater inspector general community. Serves as the lead for coordinating work of RATB's Recovery.gov Information Technology Committee to ensure executive strategic direction for RATB information system efforts. Serves as the COTR for contracts related to IV&V and quality management. Other duties as assigned.Qualifications: Bachelor degree or equivalent degree in Computer Science, Information Management, Project Management or related fields a plus. PMO or other certifications are also a plus. At least five years of relevant working experience in information systems. Expertise in quality and quality management principles and experience in web based distributed information systems environment. Knowledge of quality assurance and relevant process-related software products and knowledge and understanding of trends and developments in quality assurance management processes are a plus. Experience in conducting reviews and assessing information systems to provide confidence that adequate technical requirements are established; products and services conform to established technical requirements; and satisfactory performance is achieved. Experience with project management required; PMO or other certification a plus. Well-developed analytical, verbal and written communication skills.
