Our goal is to establish, oversee and coordinate quality policy and practices ensuring alignment to Raytheon and IDS and enabling Mission Assurance Job Description: Summary Requirements: This is a position of high visibility which requires strong presence and influence. The Senior Quality Manager for Above and Below Water Sensor Systems and Mission Assurance Lead (MAL) for the Seapower Capability Center must be a strong catalyst who can drive passion for Implementing Mission Assurance as a measure of excellence and personal accountability in saving lives in all we do within the program. The individual must be able to articulate a complex plan in practical language that is aligned with our customers' and end-users' view to ensure "NoDoubt®. The MAL must be able to clearly articulate the MA plan so that it can be understood by all parties involved and then be implemented and tracked in an effective manner. MAL will help the program achieve and measure performance to contract, compliance to all requirements, connection to employees, customer, suppliers, and commitment by CBTs to ensure E2C2. The MAL must be a strong leader with the highest degree of Integrity, Courage, and Intuition. The candidate must be an effective Communicator and Presenter and must be able to cultivate passion and ownership of MA at the Program and Business Leadership level as well as throughout the entire value chain; define required standards and metrics to monitor MA performance; engage customers at multiple levels of planning and execution of MA; define and deploy MA education, mentoring, and connectivity; provide practical understanding of requirements; assist in implementation and maintenance to ensure NoDoubt® in the eyes of employees, customers, Warfighters and end-users; conduct periodic independent assessments of MA Systems and initiate the necessary corrective actions to stay the course; drive supplier alignment-to and flow-down of MA requirements and standards; define, deploy, and measure the 4 Key elements of MA-Performance, Compliance, Connection, and Commitment. The MAL report to the Mission Assurance, Quality and R6S and will be assigned to IBT / CBT VPs / GMs / Managing Directors and accountable to Mission Center Executive depending on the position. As Senior Quality Manager, this individual will be responsible for leading all Quality activities for the Above and Below Water Sensor Systems Programs being executed in geographically-diverse locations including Seapower Capabilities Center in Portsmouth, RI, IDS Sensors & Surveillance Center in Sudbury, MA, and the IDS Integrated Air Defense Center in Andover, MA. This position reports directly to the Seapower Capability Systems Quality Director and indirectly to the Above and Below Water Sensor Systems Program Directors. This individual will be responsible for ensuring program execution to contractual and business requirements, driving Mission Assurance and disciplined program performance, and driving root cause analysis to ensure the proactive identification and elimination of program issues. As a key member of both the Seapower Quality and Program Leadership Teams, the Senior Quality Manager will help develop strategies and goals for the Teams. This includes identifying improvement opportunities and driving results. The individual will lead quality planning (strategy, cost, schedule, resources); quality process definition, deployment and compliance; Quality cost, schedule and staffing performance; and quality requirements flowdown to IDS Centers, other Raytheon businesses and subcontractors, as appropriate. Position will require in-depth understanding and integration of advanced quality tools, models and processes into the program(s) to assure effective process measurement, control, reporting and corrective action. Individual will need ability to mentor all functions and disciplines on the application of these quality tools, models and processes. Position requires regular and frequent direct interface with internal (DCMA) and external (DoD/Navy) customers on appropriate program and quality status/issues. There will be extensive participation on cross-functional teams relying on this individual's working knowledge of all critical business, manufacturing and engineering processes. Position also requires daily communication with functional areas to ensure day to day activities obtain the results necessary to support Quality and program strategies, goals and meet or exceed requirements. Some specific tasks will be to define and maintain the Quality Management System for the program; manage the implementation and compliance to ISO 9001, Raytheon's Integrated Product Development System (IPDS), and CMMI for the program; provide the Customer interface for Quality; verify/manage Supplier and Subcontractor performance and compliance; ensure Contract, IPDS and overall program process compliance; lead/support Configuration Control Boards; review and approve program deliverables in accordance with the contract delivery requirements. Position shall be responsible for Quality Earned Value Management System (EVMS), Corrective and Preventive Action (CA/PA), definition, reporting & analysis of program metrics, ensuring risk identification and mitigation, ensuring Quality of design through participation and approval of various reviews, and reporting Quality status to the program, Quality Management and the Customer.
