This includes having a thorough understanding of Submarine Safety as well as Deep Submergence Systems Scope of Certification requirements as implemented by Naval Sea Systems Command. Ensure the requirements set forth in all higher authority documents, directives, technical specifications, the OII-MSD QA Manuals and all other local instructions are adhered to and enforced without exception. Administer a comprehensive Audit and Surveillance (AampS) Program capable of assessing the work performance, formulating process trend analysis, and identifying areas of poor performance. You must be able to formulate concise well written audit cards, including identification of problems, assisting in causal analysis, and development of effective corrective and preventive actions. Enlist the assistance of other department supervisors for trend analysis and assessment of metrics within the various departments. Assist in maintaining a Quality database for the metrics collected by the AampS program for analysis including an outstanding commitment spreadsheet for all external and internal audits and surveillances. Assist in administering the Critique and Trouble Report programs. You must possess strong analytical and management skills. Frequent travel and overtime may be required. Duties amp Responsibilities The Quality Assurance Specialist reports directly to the Quality Assurance Manager for the performance of his/her duties. These responsibilities include but are not limited to the following 1. Assist in the administration of a comprehensive AampS program capable of assessing processes, work performance, training and qualifications, and identifying areas of weak performance. 2. Assist in the coordination and conduct of training on performance of audits and surveillance#039s for personnel requiring training (i.e., managers, supervisors, other personnel assigned to perform). 3. Assist in establishing and maintaining a central Quality database to allow analysis of all quality data collected. Review and analyze findings and reports of corrective actions for possible trends. Formulate recommended corrective actions to aid process owners. 4. Prepare and, update as necessary, a comprehensive AampS schedule with the assistance of the QAM and SSPD. Maintain an auditable record of all completed audits, surveillance#039s, evaluations, trend analyses, assessments and all related reports of corrective action. 5. Performing assessments of the quality maintenance system at periodic intervals to ensure continuing suitability, adequacy, and effectiveness of the program. These reviews shall include assessing opportunities for improvement and the need for changes to the quality system. 6. Performing the duties and responsibilities of a Critique Administrator. 7. Performing Internal SUBSAFE certification audits and Internal DSS-SOC Surveys as required. 8. Formulating thorough original independent thinking, methods, and processes which will increase safety awareness, produce first time quality, streamline production efficiencies, and simultaneously reduce costs. 9. Improving safety through training and employee awareness. Enforcing safety policies to reduce injuries and holding individuals accountable for poor safety practices. 10. Making decisions and taking independent action, following broad objectives on strategic and operational matters. The decisions are subject to guidance from executive/senior management and may include project priorities, personnel requirements and control of overhead costs. The impact of these decisions is such that errors may be significant and cause major expense, loss of important accounts or damage the company prestige and good will. Data preparation may be required on which top management bases important corporate decisions. Qualifications B.Sc. in Mechanical or Electrical Engineering, Experience at Naval and/or Commercial Shipyards with extensive Apprenticeship Program, or High School/GED with extensive military training and experience in mechanical and/or electrical systems and quality assurance/control requirements. Minimum ten years experience in submarine, deep submergence, and surface ship systems repair, QA administration, ISO 9000-2008 or similar auditing experience, or technical knowledge and at-sea operational experience with submarine and/or surface combat weapons systems, launcher systems or other similar Naval or military system including an in depth working knowledge of U. S. Navy Joint Fleet Maintenance Manual and associated documentation.
