JOB DESCRIPTION Develops and coordinates all presentations, inquiries, and responses involving federal and state regulatory and legislative groups including the FCC. Testifies, negotiates, and assists in preparation and presentation of issues before regulatory and legislative commissions. Oversees and formulates the Company's regulatory policy, and participates in multi-state/multi-system regulatory activity, including judicial, legislative, and regulatory venues. Liaisons, initiates and manages cases at state PUCs and other venues, and/or responds to activity at state PUCs and other venues; responsible for reporting requirements.1-Responsible for the overall development and implementation of regulatory policies and practices2-Identifies and develops long-range regulatory objectives and strategies3-Serves as top Rates expert in regulatory affairs4-Represents the company to regulatory agencies (such as FCC, PSC, PUC)5-Directs analysis of economic considerations affecting regulatory decisions6-Develop relationships with state regulatory commissioners, staff, and other industry personnel in support of Cox business and policy interests.7-Effectively communicate Cox positions to regulators. Must be comfortable preparing and delivering communications orally and in writing at various levels, including Commissioner, as required.8-Ensure timely filing of all required regulatory papers, including tariffs, periodic regulatory reports, responses to interrogatories, and data requests. Supervises a regulatory analyst responsible for Company compliance with contract rules, taxes and surcharges, and participation in public interest programs.9-Work closely with Cox local government affairs and public affairs personnel to ensure consistency with Cox representations at local and state government.10-Provide analysis of proposed telephone regulations and/or legislation (in conjunction with the state cable association and Cox local government affairs).11-Manage outside attorneys and consultants, and coordinate efforts with Cox's internal legal counsel to maximize efficient use of Company resources in managing Cox involvement in regulatory proceedings, whether policy or administrative.12-Make relevant local Cox system personnel and call center personnel aware of regulatory requirements and Company policies.13-Monitor and supervise resolution of informal and formal consumer complaints related to telephone services. Provide analysis and recommendations for process or training improvements to reduce complaints as needed.14-Review all telephone-related customer contact documents, marketing materials, scripts, etc., in light of regulatory concerns, applicable state and federal regulations and statutes. Prepare and conduct training of marketing, sales, operations and customer service personnel on regulatory requirements, changes in federal or state rules as required to ensure knowledge of pertinent regulations and continued compliance.15-Coordinate the development and filing of tariffs and tariff changes in conjunction with the Company's central tariff management group in Atlanta. Review and approve all final tariff filings.16-Maintain awareness of activities and dockets at the federal and state regulatory level for Cox states as well as other key areas.17-Lead and/or participate in efforts to develop regulatory strategies and plans and associated internal policies as relevant to Cox business.18-Work with Cox corporate personnel to guide resources to the areas of need in the local system. Coordinate resolution of informal disputes or process problems with other providers, particularly with incumbent local carriers.19-Document monthly activities in summary reports to local management, Cox Regulatory Affairs management, and others as required.QUALIFICATIONS Typical Training / Experience - Typically requires BS/BA in related discipline. Generally 10+ years of experience in related field, including several years in a management/supervisory capacity.
